France’s National Assembly adopted an amendment on November 3, 2026, by 150 votes to 44 with 8 abstentions, requiring the declaration of self-custodied crypto holdings worth more than €100,000. The threshold would have been assessed annually on December 31, with penalties for failing to file potentially reaching €10,000. The amendment disappeared after the revenue section of the finance bill was rejected on November 4-5, 2026, by 458 votes to none with 2 abstentions. Other provisions concerning the taxation of certain crypto-to-stablecoin conversions and stronger penalties for crypto platforms were also removed. The proposal could be reintroduced in a future parliamentary session, following the abandonment of an earlier version with a €5,000 threshold in April 2026.
