Donald Trump presented on January 15 an agreement described as “morally binding” with six leaders of American artificial intelligence, including Elon Musk, Mark Zuckerberg, Jensen Huang, Dario Amodei, Sundar Pichai and Greg Brockman. The document relies on four levels of oversight but includes no penalties or judicial recourse, following the same model as the 2023 voluntary commitments that were never enforceable in court. The central issue for major American AI laboratories remains federal preemption of state AI laws, which an offensive launched in December 2025 aims to impose. Bitcoin miners have become the electricity providers for the AI computation race, with ten-figure contracts such as Microsoft’s 9.7 billion dollar deal with Australian IREN. For stablecoins, the GENIUS Act promulgated in July 2025 requires 100 percent reserves and criminal penalties, with full implementation no later than January 2027.
