Outerlimit raises $16M to combat rogue AI agents before they cause harm

Outerlimit, a New York-based startup, raised a $16 million pre-seed funding round on September 22, one of the largest early-stage raises ever recorded in the cybersecurity sector. The company’s platform relies on three core functions: Discover, which detects AI agents and tools within an enterprise environment, Observe, which monitors their behavior in real time, and Enforce, which applies deterministic policies at the exact moment an agent attempts to execute an action. The system uses a distributed architecture with cryptographic enforcement, fragmenting access credentials and sensitive secrets, which are only reassembled when three conditions are simultaneously verified: the identity of the requesting agent, the applicable policy, and the specific execution context of the action. The round was led by AlbionVC, Evolution Equity Partners, and Crane Venture Partners, with angel investors from Mistral AI and Goldman Sachs. Founders Tony Pepper, Neil Larkins, and Dr. Peter Vincent argue that traditional consequence-based controls are fundamentally inadequate for the reality of autonomous AI agents.
