Binance will require Brazilian users to justify every cross-border cryptocurrency transfer starting November 1, 2026. They must identify their counterparty (individual, company, or exchange platform) and state the purpose of each fund movement. For amounts of $50,000 or less, users choose from a simplified list of 10 purposes; above that threshold, 96 categories defined by the Central Bank of Brazil apply. These requirements are based on Resolution BCB No. 521/2025, which brings virtual assets into Brazil’s foreign-exchange framework. Domestic transfers remain exempt, but the Travel Rule is expected to follow in 2027.
