Richard Heart, founder of HEX and PulseChain, was arrested with his wife in Istanbul’s Besiktas district on October 14. The operation, conducted by Turkish intelligence and financial-crimes units with support from MIT, followed an Interpol Red Notice requested by Finland. Finnish police suspect Heart, whose legal name is Richard James Schueler, of gross tax evasion and assault, with a custody decision made in absentia in September 2024. Turkish authorities seized cash in dollars, euros and Turkish lira, gold jewelry, watches, electronic devices, three pistols and four long-barreled rifles during the operation. The former U.S. SEC civil case, which alleged unregistered crypto offerings exceeding $1 billion, was dismissed in February 2025, but that ruling did not address the Finnish suspicions.
