Punchbowl News survey shows Hill aides doubt crypto tax bill passes this year

According to a poll conducted by Punchbowl News and published on October 4, 2026, only 10% of U.S. congressional staffers believe a bill establishing tax rules for digital assets is likely to pass Congress before December 31, 2026. This pessimism stems from a crowded legislative calendar and the recent collapse of the Clarity Act in the Senate. The H.R. 10357 bill, approved in committee by a 38-5 vote in the House, includes de minimis relief for transaction fees of $10 or less as well as provisions on stablecoins and wash-sale rules. If the bill does not pass this year, negotiations will need to restart with the new Congress.
