Canada and the United States moved closer Wednesday to finalizing a trade agreement that would avert threatened 50% U.S. tariffs on about $20 billion worth of Canadian imports, postponed until Saturday. Prime Minister Mark Carney said the agreement protected Canada’s dairy supply management system despite U.S. calls to dismantle it. Ottawa also committed to convincing provinces to restore U.S. alcohol sales, as eight of ten provinces had restricted or banned American products. Trump further raised the prospect of reviving the long-canceled Keystone XL pipeline. Nearly 72% of Canada’s goods exports last year went to the United States.
