OpenAI to merge ChatGPT and Codex token allowances in December 2026

Starting in December 2026, OpenAI Plus, Pro, and Business subscribers will share a single token allowance across ChatGPT and the Codex coding agent. Usage will be measured in credits per million tokens across all categories, changing how customers estimate and manage their consumption. Pro plans do not have the five-hour limit that applies to Plus and Business plans, although weekly caps may still apply. The change follows a pricing overhaul that began on April 2, 2026, when OpenAI moved from per-message estimates to usage-based billing measured in tokens. For businesses, a single metered balance may simplify budgeting, while developers who rely heavily on Codex could see their general ChatGPT usage reduced.
