Hong Kong officials double down on end-2026 deadline for crypto licensing bill

The Hong Kong government has reaffirmed its intention to submit an amendment bill before the end of 2026 to establish a licensing regime for digital asset activities. This regime will cover four categories of services: digital asset trading, custody, advisory, and management. Secretary for Financial Services and the Treasury Christopher Hui announced the decision during a Monday policy briefing. The Hong Kong Monetary Authority (HKMA) has already begun processing license applications for stablecoin issuers. In April, the first licenses were granted to Anchorpoint Financial and the Hongkong and Shanghai Banking Corporation (HSBC).
