Hong Kong has confirmed its timeline for the next phase of cryptocurrency regulation. A bill will be submitted to the Legislative Council by the end of 2026 to establish a licensing regime for four types of virtual asset activities: dealing, custody, advisory, and management. The legislation, developed jointly by the Financial Services and the Treasury Bureau and the Securities and Futures Commission, will be introduced as an amendment to the anti-money laundering ordinance. Businesses without existing licenses may be required to cease operations, as the bill includes no transitional provisions.
