Amendment I-3898 was adopted by France’s National Assembly on October 16 by a single vote, 38 to 37. This proposal would make crypto-to-stablecoin conversions taxable in France, an operation that is currently not taxed. The amendment would also change how gains are calculated using a weighted-average purchase cost for cryptocurrencies acquired at different prices. Other proposals under discussion include an exit tax on crypto for transfers exceeding 800,000 euros and a declaration requirement for self-custodial wallets exceeding 100,000 euros. The measure could take effect as part of the 2027 Finance Bill.
