A Cosmos Hub governance proposal to refund 1.2 million ATOM to a Neutron protocol attacker was rejected by 94.64 percent of voters using the harshest possible rejection mechanism, NoWithVeto. The attack occurred on September 22, 2026, when the attacker spent approximately $20,199 in USDC to purchase NTRN tokens and gain control of 10 to 11 protocol contracts, causing an estimated $9.4 million in damages. Validators halted the Cosmos Hub for roughly 25 hours before transferring 1,227,121 ATOM to a multisig address for safekeeping. Voter turnout reached only 19.94 percent, far below the 40 percent quorum required for approval.
