Circle has published a seven-dimension framework to determine whether wrapped assets are fit for institutional use. This framework covers custody, reserves, redemption, compliance, operational resilience, governance and composability, with a weakest-link rule: a single weak category fails the entire test. The issuer applied this framework to its own product, cirBTC (Circle Wrapped Bitcoin), which passes the test through custody by Circle National Trust, 1:1 backing by native BTC verified via Chainlink, and redemption via Circle Mint. Circle’s goal is to position cirBTC as a transparent and neutral collateral option for institutional workflows, while providing institutions with a comparative due diligence template.
