China’s MIIT launches program to cultivate AI application service providers across manufacturing

China’s Ministry of Industry and Information Technology (MIIT) has launched a structured program to identify high-value AI applications and nurture a new class of service providers capable of deploying them across manufacturing and other priority sectors. The program sets precise numerical targets: 1,000 advanced industrial AI agents and 500 notable application scenarios by the end of 2027. Two service delivery models are proposed: Model-as-a-Service for accessing pre-trained AI models and Agent-as-a-Service for autonomous agents executing multi-step workflows. China has approximately 50 million SMEs contributing more than 60% of the country’s GDP, representing the primary target market for these initiatives. The China Academy of Information and Communications Technology (CAICT) has begun evaluating companies on their ability to deliver large-model applications at scale.
