China prioritizes AI integration in public sectors over AGI breakthroughs

China has adopted a strategy of deploying existing AI at scale in public sectors rather than pursuing artificial general intelligence. This approach is embedded in the 15th Five-Year Plan approved in March 2026, which mentions AI more than 50 times without framing AGI as a goal. The AI+ initiative targets 70% integration across six key sectors by 2027 and 90% by 2030. The AI Safety Governance Framework 3.0, released on September 14, 2026, focuses on concrete risks of current AI systems in healthcare and education rather than hypothetical existential threats. The policy framework notably omits any mention of tokenization, blockchain, or crypto-adjacent infrastructure.
