Cardano proposal slashes fees by 55%, but it comes with a cost for small pools

A Cardano governance proposal seeks to cut the minimum stake-pool fixed fee from 170 to 75 ADA, a 55 % reduction. The vote must clear a 67 % DRep threshold and a 66.7 % Constitutional Committee threshold, ending on October 11 in epoch 661. A small pool earning 300 ADA in gross rewards would see the share consumed by fixed costs drop from 57 % to 25 %. Approval alone does not change existing declared fees: delegator benefits hinge on whether operators voluntarily lower their charges. An Input Output Research study notes that after the prior cut from 340 to 170 ADA in October 2023, 340 ADA remained the most common declared fixed cost, suggesting that lowering the floor does not automatically trigger a network-wide shift.
