Base’s Cobalt upgrade adds another rule to affect token balances

Base’s Cobalt upgrade, scheduled for September 30 at 18:00 UTC, introduces a new administrative seizure function for B20 tokens, Base’s native ERC-20-compatible token standard available in Asset and Stablecoin variants. The seizeWithMemo function allows moving a specified amount from a holder to another address while preserving total supply and bypassing ordinary transfer policies. Execution requires SEIZE_ROLE, the SEIZE_EXEMPT_POLICY to be configured, a permitted recipient, and sufficient balance. The existing burnBlocked function, which destroys tokens held by restricted accounts, is marked deprecated but remains callable with its current behavior, giving issuers different ways to remove a holder’s balance.
