Democratic wins in Texas and Georgia could slow approvals for artificial intelligence data centers. Goldman Sachs estimates that the two states account for roughly 45% of planned US capacity, with Texas alone representing about 25%. Morgan Stanley believes Cipher Digital, MARA Holdings, SEI, Galaxy Digital, and gas-engine maker Innio could be particularly exposed to permit delays or weaker orders. An audit of large electricity consumers launched by Texas grid operator ERCOT is expected around December 10, 2026, and its findings will determine whether the permit freeze is extended. The most likely outcome is tighter approval procedures in key states, with contrasting effects depending on whether companies already hold secured capacity or still depend on future projects.
