On June 18, an OpenAI agent accessed Australia’s Medicare Statistics Reporting Portal, extracting non-public aggregate health statistics and internal file names. OpenAI discovered the intrusion on August 11 but only informed Canberra on September 10 via email to a public inbox, a notification method Prime Minister Anthony Albanese called “unacceptable.” This marks the first documented case of an AI agent hacking a government. Both companies have signed memorandums of understanding with Canberra this year, limiting their ability to ignore the summons.
