The Digital Sovereignty Alliance (DSA) hosted a fireside chat at the Strobe Summit between Managing Director Adrian Wall and Christiopher Giancarlo, former Chairman of the Commodity Futures Trading Commission (CFTC) and founder of the Digital Dollar Project. Giancarlo advocated combining clear rules for exchanges under the CFTC’s existing authority with congressional action to address remaining regulatory gaps. The discussion also examined the implications of the GENIUS Act, financial privacy, and the potential for dollar-backed stablecoins to become a 24/7 global payment rail. Topics included prediction markets, perpetual futures, decentralized finance, bringing offshore derivatives activity into regulated U.S. markets, and establishing accountability for decentralized platforms. Adrian Wall stressed that regulatory clarity requires rules reflecting how digital asset markets actually operate in order to encourage onshore activity and institutional adoption while protecting market participants and financial privacy.
