Beijing proposes to ban or license exports of certain Chinese artificial intelligence technologies to keep essential models, data and know-how within the country. The draft, released on October 16 by China’s Ministry of Commerce and Ministry of Science and Technology, adds 40 technologies to the catalogue of technologies prohibited or restricted from export: 23 in AI, 12 in photovoltaics and 5 in biomedicine. Foreign customers could continue accessing Chinese services through websites, apps, programming interfaces and cloud platforms, but international transfers of model weights, training data or expertise would require government approval. The restrictions would target models trained with at least 10^26 floating-point operations or containing 2 trillion parameters, with 14 technologies facing an outright ban and 26 requiring a licence. Public comments will be accepted until November 15, 2026, and final rules are expected by the end of the year.
