Donald Trump promised a Bitcoin Reserve – So why hasn’t the U.S. bought any BTC yet?

In March 2025, President Trump signed an executive order establishing a Strategic Bitcoin Reserve in the United States, but without ordering the purchase of BTC with public funds. The U.S. government consolidated some 328,000 BTC already seized or forfeited through criminal and civil proceedings, without making any new purchases. Bitcoin was trading at $83,145 at the time of publication, down 26% over the past year. The bill H.R. 8957 (ARMA), which aims to formalize this reserve, has only a 5-6% chance of becoming law in 2026, down from 60% in December 2025.
