HKEX launched a public consultation on September 21 to loosen post-listing rules for listed companies. Key proposals include doubling the threshold for major transactions from 25% to 50% of market capitalization and raising the ownership threshold for connected subsidiaries from 10% to 30%. For spin-offs, the post-listing moratorium would shrink from three years to one year, and prior exchange approval would no longer be required for qualifying transactions. This represents phase two of listing framework reforms, following phase one published on July 24 that focused on pre-listing requirements. The consultation period runs through November 30.
