The Office of the Comptroller of the Currency (OCC) announced it will publish its final stablecoin rules by November to meet a statutory deadline of January 18 before the GENIUS Act takes effect in January 2027. The 376-page proposal, released in February, covers the full life cycle of a payment stablecoin: reserves, par redemption, liquidity, risk management, audits, custody and wind-downs. The OCC expects to begin processing issuer applications in 2027, after missing an initial July deadline. Digital-asset chartering activity has surged eightfold compared to the Biden administration, according to OCC head Jonathan Gould.
