France and UK to co-chair body restructuring Zimbabwe’s $23B debt as country quietly builds crypto framework

France and the United Kingdom have agreed to co-chair a body tasked with restructuring Zimbabwe’s external debt, which stands at approximately $23 billion. This body builds on the Structured Dialogue Platform established in December 2022, with creditors including the Paris Club, IMF, World Bank, and African Development Bank. Zimbabwe has secured an IMF staff-monitored program set to begin in early 2026 and launched the ZACDEP project to provide a four-year framework for these negotiations. Simultaneously, the country published Statutory Instrument 99 of 2026, its first formal regulatory framework for cryptoassets, requiring virtual asset service providers to register with the Financial Intelligence Unit and pay a $500 annual compliance fee. More than half of Zimbabwe’s debt arrears are owed to Paris Club creditors alone.
