The finance committee of the French National Assembly adopted amendment I-CF 821 requiring the declaration to tax authorities of self-hosted crypto wallets exceeding 100,000 euros, with fines of up to 10,000 euros for non-compliance. The amendment, submitted by deputy Charles de Courson, is based on a significant gap: in 2021, crypto gains amounted to 3.5 billion euros while only 400 million euros in assets were effectively declared to the DGFiP. The amendment was adopted in committee despite growing concerns related to kidnappings of cryptocurrency holders, nicknamed « cryptorapts », which have caused nearly a hundred violent assaults recently. Two other crypto-related amendments, submitted by deputy Paul Midy and notably aiming to exempt small disposals and authorize the carryforward of crypto losses over ten years, were rejected. These measures still need to be examined in public session at the National Assembly and then by the Senate.
