Trump agrees to let state AGs enforce Clarity Act ethics rules in crypto bill concession

President Donald Trump has agreed to ethics provisions in the Digital Asset Market Clarity Act allowing state attorneys general to sue federal officials for violations of digital asset rules. This concession removes a major obstacle for the crypto industry while exposing Trump himself to prosecution by state prosecutors. Revelations about Trump’s crypto-related income, ranging from 1.4 to 2.2 billion dollars from the TRUMP memecoin and World Liberty Financial, made this provision inevitable. The final text, released on September 14, 2026, incorporates over 126 amendments requested by Senate Democrats, including this state-level enforcement mechanism. The ban on federal officials issuing digital assets for compensation will expire in January 2029 unless renewed.
