The U.S. Treasury Department sanctioned 10 individuals and one entity involved in North Korean IT worker schemes that defraud U.S. businesses and generate revenue for the country’s weapons programs. Russian national Ilya Boykov exchanged and converted the equivalent of $3.5 million in cryptocurrency since 2024 for Alis, while Vitold Obertas carried out nearly $2 million in conversions since January 2025. Sanctions also target the North Korean-controlled First Financial and Technical Development Center in Vladivostok, along with six Russia-based IT workers who generated more than $750,000 for the center since 2025. The listings include two Ethereum and two Tron addresses for Boykov, and one Ethereum and three Tron addresses for Obertas. The action follows sanctions against a separate North Korean IT worker network in March and comes after additional designations by Australia and the European Union.
