Russia opens central bank digital currency to millions as 12 major banks and top retailers face rollout rules

Russia’s 12 systemically significant banks are ready to offer digital-ruble access from September 1, representing over 80% of the country’s payments market. Consumer participation remains voluntary, but covered banks and merchants face legal duties to provide the necessary infrastructure. Individuals may add up to 300,000 rubles monthly to their digital wallet from bank accounts, and payments and transfers remain free for consumers. Sellers with revenue exceeding 120 million rubles and having agreements with significant payment banks must accept digital rubles.
