Rep. Don Beyer, a Democratic congressman from Virginia, is proposing a House select committee on artificial intelligence with subpoena and legislative powers. The panel could compel AI companies to provide documents and testimony while supporting existing House committees in their oversight of AI safety and national security. Beyer is working with California Rep. Sara Jacobs on a safety framework covering minimum standards for AI laboratories, emergency government intervention protocols, liability rules, and agency funding. The draft framework is targeted for the end of 2026, with possible House floor consideration as early as the first quarter of 2027. Creating the committee still requires House approval, and its scope, membership, and powers will need to be negotiated.
