The Cour des comptes published a note on September 21 containing 16 recommendations to reform wealth taxation, with a cumulative effect estimated at 1.83 billion euros in tax increases. It notably proposes to tax Livret A interest exceeding the 22,950 euro ceiling at 31.4%, the flat tax rate; this measure would generate approximately 80 million euros, while 15% of Livret A accounts already exceeded this ceiling in 2025, holding 47% of total deposits. Life insurance is also targeted for its succession tax regime, which cost approximately 5 billion euros in fiscal advantages in 2024; applying the standard inheritance tax scale to a portion of transmitted capital would generate 1.25 billion euros. These recommendations are non-binding and remain subject to government and parliamentary decision.
