US lawmakers are warning about the systemic risks that the massive buildout of artificial intelligence infrastructure poses to the financial system. They have ruled out any federal intervention or bank bailout if these risks materialize. The AI rollout is expected to require more than $10 trillion in US investment by 2032, including over $800 billion from Oracle, Microsoft, Amazon, Meta and Alphabet alone in 2026. These amounts exceed the operating cash flows of these companies, which are turning to off-balance-sheet financing structures such as special-purpose vehicles and lease arrangements to carry the debt. The industry would need approximately $3.7 trillion in annual revenue by 2032 to achieve projected returns, while current estimates for OpenAI and Anthropic do not exceed $100 billion.
