Jake Chervinsky says Hyperliquid is infrastructure, not an exchange

Jake Chervinsky, CEO of the Hyperliquid Policy Center, told TOKEN2049 attendees in Singapore that Hyperliquid is not an exchange but neutral public infrastructure that anyone can build trading products on top of. He positioned the protocol as operating one level below customer-facing platforms like Coinbase and Kraken, which handle clients, onboarding and compliance while the protocol handles the technical plumbing. If the model succeeds, he predicted every major exchange, crypto-native or traditional, would need to adopt public blockchain infrastructure within a decade. The Hyperliquid Policy Center, a nonprofit launched in February 2026, was funded with a donation of 1 million HYPE tokens valued at approximately $28-29 million. In September 2026, Payward, the parent company of Kraken, announced plans to offer permissioned perpetual futures on Hyperliquid to eligible US customers.
