Harbor emerges from stealth with $10M seed round to insure AI agents

Harbor, a San Francisco-based startup, officially launched on October 13, 2026 with a $10 million seed funding round. The company is developing a risk management platform for AI agents that inventories, monitors, and insures agents used by banks and insurers. The funding was led by Base10 Partners, Abstract, and 8VC, with participation from Restive and Innovation Endeavors. Founded by former Stanford students (Jesús Santos, Daniel Elechiguerra, Cristian Bartolomé, and Luis Botín), the company targets financial institutions in North America, Europe, and Latin America. Facing the growing exclusion of AI risks from traditional insurance policies (over 2,300 exclusion filings recorded across 49 US states since January 2026), Harbor aims to clarify responsibilities in case of AI agent failures.
