The French Senate approved Bill No. 921 on October 27, 2026, implementing the OECD’s Crypto-Asset Reporting Framework. The first exchanges between tax authorities are scheduled for 2027 with 46 jurisdictions, including France, Germany, the UK, Japan, and Canada, followed by 77 jurisdictions in 2029, including the US and Switzerland. The bill still needs to be approved by the National Assembly. Platforms will have to report users’ identities, tax residency, and tax identification numbers, along with transaction counts and asset values by transaction type, while transfers to self-custody wallets will be reported on an aggregate basis. France signed the multilateral agreement on November 26, 2024, and has been collecting the data required under DAC8 since January 1, 2026, with the first reports expected in 2027.
