Haseeb Qureshi, partner at Dragonfly, called for ending the Zcash development fund after 2028. The fund currently receives 0.1875 ZEC per block, representing 12% of the block subsidy under the NU6 upgrade, with its balance held outside circulation until governance disbursement. Industry players are advocating for hybrid governance models, combining token holder election of temporary councils with additional governance forms, rather than pure token holder control. Maxime Desalle, investment analyst at Winklevoss Capital, suggested completely eliminating the fund, arguing it could harm Zcash security. Zcash founder Zooko Wilcox defended the Zcash Community Grants Committee, which accounts for 40% of the development fund.
