This decline is largely driven by the war against Iran and its economic fallout, with Brent crude reaching $91.62 per barrel and gold hitting $4,396 per ounce. The GENIUS Act, legislation regulating payment stablecoins, was signed into law in July 2025. The strategic Bitcoin reserve, however, relies on a presidential executive order signed in March 2025. The midterm elections on November 3 will determine the fate of the CLARITY Act, which would clarify the division of powers between the SEC and the CFTC and remains blocked in the Senate.
