Binance withdrew its MiCA license application in Greece in June 2026, before any formal decision by the Hellenic Capital Markets Commission (HCMC), restricting its European services from July 1 due to the lack of a passportable license across the 27 EU member states. According to the Wall Street Journal, Christine Lagarde allegedly asked Greek Prime Minister Kyriakos Mitsotakis not to validate the file, citing Binance’s guilty plea in the United States in 2023 and concerns about dollar stablecoins strengthening their position against the digital euro project. The HCMC denies that its officials made these statements, and the ECB has no institutional role in granting CASP licenses under MiCA. Binance, which has never received a published refusal, is reportedly looking at France and the AMF, while Coinbase and Kraken, already MiCA-licensed, are capturing users left without a domestic platform since July 1.
