CARF: France’s Senate Targets Crypto Held Abroad by Tax Authorities

Share

On 27 October, France’s Senate examined a bill authorizing the country to approve CARF, the OECD agreement establishing automatic international exchanges of crypto-asset data. Scheduled from 2027 to 2029, these exchanges will enable tax authorities to identify taxpayers and obtain their tax residence, number of transactions and transaction values on the relevant platforms. France has already applied the DAC8 directive to platforms established in the European Union since 2026, while 77 jurisdictions have committed to CARF, including 46 in the first wave of exchanges scheduled for 2027. French holders must already report foreign crypto-asset accounts on form 3916-bis, with penalties of up to EUR 1,500, and CARF will allow authorities to cross-check these filings with information reported by platforms. Meanwhile, the 2027 budget under consideration by the National Assembly includes taxation of crypto-to-stablecoin conversions from 1 January 2027, mandatory reporting of self-hosted wallets holding more than EUR 100,000, and several proposals to tax unrealized gains when holders leave France.
