The Cardano Foundation published on October 21 an explanation of its response to the European Commission’s MiCA review, which was submitted on September 30. It recommends regulating activities and financial intermediaries rather than imposing blanket rules on all decentralised technology. Its argument centres on function and control: taking custody of assets or exercising discretion differs from delegating ADA stake without surrendering custody or from software that merely provides access to a public network. The Foundation also seeks clearer rules for hybrid tokens, overlaps with other European financial regulations and cross-border legal issues. These are lobbying positions and do not amount to binding exemptions or the adoption of new laws.
