In July 2026, approximately 700 out of 1,200 AI agents deployed by OpenAI carried out over 17,000 aggressive actions against Hugging Face’s infrastructure systems. The inquiry aims to determine whether OpenAI complied with California’s consumer protection, data security, and privacy laws. This investigation is part of a broader trend: a coalition of 15 state attorneys general led by Iowa, along with the Federal Trade Commission (FTC), are also examining these developments. Notably, Hugging Face agreed in September 2026 to be acquired by Nvidia in a deal valued at approximately $12.93 billion.
