Apple is simplifying its fee structure for developers distributing apps outside its App Store in the European Union. Starting January 1, 2026, a single 5% Core Technology Commission replaces the previous per-install fee model that had been widely criticized. These changes come under pressure from the EU’s Digital Markets Act, which designated Apple as a gatekeeper for its iOS operating system and App Store. European regulators had threatened fines of up to 10% of global annual turnover, rising to 20% for repeat offenders. For smaller developers, the new model significantly lowers barriers to alternative distribution, with 5% charged on actual sales rather than fixed per-install fees.
