The Russian central bank has finalized rules allowing regulated platforms to offer Bitcoin, Ether, and Tether to retail investors starting Nov. 17. Non-qualified investors will be able to purchase up to 300,000 rubles, or about $3,700, in crypto per year through each intermediary, while qualified investors will face no annual purchase limit. All investors will still have to pass a mandatory test before trading. The Moscow Exchange plans to launch trading in the three assets on Dec. 1 through pilot transactions. At the same time, Russia will prohibit direct peer-to-peer crypto trading from July 1, 2027, and continues to ban the use of crypto to pay for goods and services.
