Russia’s central bank will allow retail investors to buy Bitcoin, Ether and USDT from November 17 under a new crypto investment framework. The cryptocurrencies will be available through brokers, asset managers and crypto exchanges, including through over-the-counter transactions. Purchases will be capped at 300,000 rubles per year for each intermediary, while qualified investors will be able to access any cryptocurrency without limits. Both categories will have to pass an assessment test and review the risks before entering a transaction. The approved list is limited to the most liquid digital assets, selected according to criteria covering market capitalization, average daily trading volume and pricing history.
