France’s National Assembly adopted an amendment by 11 votes to 10 introducing a tax of 5.5 cents per gigabyte of data transmitted to French internet users. The proposal, led by Socialist MP Laurent Lhardit, targets content providers and could also affect associations and political parties because no explicit exemption is included. On X, internet users used automated repeated downloads to estimate the potential tax burden, generating a purely fictional estimate that ignores the planned caps. The amendment sets caps at 15% of French revenue or 2% of global revenue and aims to raise 10 billion euros annually. The government, VideoLAN and OVHcloud oppose the measure, which could disappear if the 2027 budget is rejected.
