Italy has proposed extending the taxation of unrealized crypto-asset gains to individuals leaving the country through its draft 2027 budget bill. The measure would target residents who have lived in Italy for at least six of the previous ten years and hold covered assets worth at least €800,000 as of January 1, 2027. Authorities would calculate tax by comparing the assets’ acquisition cost with their market value at the time of departure, potentially forcing some investors to sell part of their portfolios or obtain external funding to pay. The bill still requires parliamentary approval, but it could affect where crypto investors relocate and reduce double-taxation risks in certain jurisdictions.
