Cambodia’s Casino Crackdown Hasn’t Stopped $1.07 Billion in Crypto Flows

Casinos in Sihanoukville, Cambodia, received around $1.07 billion in cryptocurrency between January 1 and September 7, 2026, according to TRM Labs. Thirty-four physical casinos received the funds, including $687 million, or 64%, linked to operators associated with networks sanctioned by the US Treasury. After OFAC designations, Xihu Resort Hotel, Huan Hai Bo Lai International Investment and Jin Bei Group continued to receive cryptocurrency. Monthly inflows declined from an average of about $148 million between January and May to roughly $95 million in July and August, although wallet address changes may conceal part of the transfers. USDT on the TRON blockchain accounted for 99.9% of all funds received, while casinos and numerous local businesses continued to discreetly provide cash conversion services. On September 8, 2026, Cambodia’s anti-scam commission revoked 18 casino licenses and suspended nine others, but TRM Labs says enforcement measures have not yet halted crypto flows to the sector.
