The National Assembly removed, by 79 votes to 77, Article 15 of the 2027 Finance Bill, which would have extended the surtax on the profits of large companies while reducing its rate. It also adopted, by 74 votes to 72, an amendment calculating multinational companies’ corporate tax based on the share of their global turnover generated in France. The final vote on November 3, 2026, could reject all three measures in favour of the government’s original text, which could then be implemented through the article 49.3 procedure or ordinances.
