The Blockchain Association has asked the U.S. Congress to adopt clearer and fairer tax rules for the 67 million Americans who hold digital assets. In a letter addressed to Senate and House leaders on October 22, 2026, the organization presented principles including a de minimis exemption, favorable tax treatment for stablecoins and taxation of mining and staking rewards only when they are sold. It also recommends limiting reporting obligations to intermediaries that custody or control customer assets, while excluding transfers between personal wallets and certain blockchain transactions when economic ownership does not change. The association supports additional measures, including extending wash-sale rules to cryptocurrencies, allowing crypto investments in retirement accounts and simplifying charitable donations. These proposals have not become law and would require action by Congress.
