On October 21, 2026, the UK Financial Conduct Authority published Guidance Consultation GC26/7 to clarify how existing rules apply to firms that use decentralised finance or provide access to its protocols. The document covers operational resilience, compliance and financial crime controls, including the SYSC 15A, SYSC 6 and Money Laundering Regulations requirements. Alongside it, consultation CP26/36 clarifies new legislative exclusions from the regulated activities perimeter, with both consultations closing on November 18, 2026. The FCA will take a case-by-case approach based on whether an identifiable controlling entity exists, focusing on intermediaries rather than protocols themselves. Final guidance is expected in January 2027, ahead of the full cryptoasset authorisation regime taking effect on October 25, 2027.
